Kramer realizes that Newman is a scofflaw that has been on the run for 16 years, so he convinces him to pay up on his parking tickets. He does and as a consequence has to keep his car in a private lot and pay for the parking himself. Elaine battles with Jake Jarmel over who has the upper hand and she eventually wins when she finds a pair of glasses that Jake thinks only he has.
